harfbuzz-pure-1.0.3.1 depends on base (>=4.12 && <4.16).

This makes it only compatible with the base package up to version 4.15.1.0, which was released with GHC 9.0.2 in December 2021.

Since then, base versions 4.16 and 4.17 have been released, and version 4.18 is currently in development.

Please broaden the dependencies so that more recent versions of GHC can be used.

I have noticed that some packages (for example text) declare compatibility with base as far as <5.
